I just got an email from Apple

Promo codes are a great way to offer your app to the media for promotional purposes or for them to review and test your app. Your promo code distribution is no longer limited to U.S. customers. Promo codes can now be redeemed through any App Store around the world. You can request 50 promo codes per version of your app from iTunes Connect.

I just read that too!

But, just to be clear (the message doesn't say), does that mean, as a non-American developer that I get 50 codes and that I can distribute them to anyone and anywhere?
(and that previously, non-American developers have always received codes that they could only distribute to Americans)

Or just American developers get codes, but now they can distribute them to anyone and anywhere?

Because I had thought American Developers were the only ones that received codes to distribute.

I'm a European dev and got the email, so I'm presuming that EVERY dev will get 50 codes to distribute to anyone that they wish, wherever they are -

Ya, I just got mine and I'm a Canadian dev, and so I assume every dev can receive them and give them to anybody.

I was just looking through the Developer Guide and noticed this quote in a screen shot for requesting promo codes from Apple:

"Non-commercial Use"??? Ha, That's the main purpose of "Promotion" codes!? To give them to "commercial" websites / businesses for reviewing!  So technically we can only give them away for personal use, like prizes? ha

No, you can give the codes to anyone for any purpose (you just can't sell them - ie cut Apple out of the loop). Only the code expires after 4 weeks - the app. doesn't.
