Trying the Windows 8 beta, and, according to SmartScan.  Fortunately, you can run the executable anyway...

Its certainly very difficult to do simple things like reset or shutdown the machine...

I think it's for downloads. So, if the file is not very known, you get this message. All AV software as this today. Also the Mac. PPL will get accustomed to ignore it, soon.
