I would have to say that there are actually a quite a number of file formats that could support what you are doing here. But there are quite a few common ones and there is no specific file format that is specifically assigned to this task of yours. In fact, b3d is one of the file formats that are commonly used. I recommend you to start working on that first and see how it work out later.

If you are looking for a cartoonist, developer or anything relevant around your area, I think that would be a bit tough. But if we are talking about online human resources, there are a lot of art illustrators out there that could work on your job. But since you said that you are not comfortable working on stuff as such, like communicating online, discussing, quoting prices online, you can always go to an illustration from near your place and see whether anyone willing to take up that job.

Well if it is a graphical program you are looking for, I guess there are quite a few of them in the market. But specifically a vector graphics editor, I don't think there is any as such. Not as I know. But I guess you can always use Photoshop to create the visual effects that you wanted. And the big plus is that Photoshop is powerful enough to be used to complete the task you are talking about.

I have to say that this project is really going out of track. You can't create a pure C++ game without having any other languages supporting it, or maybe you can. As far as I know, if you need to develop a game, you will require something more than just c++. But I am quite optimistic that there is eventually a way that could solve your problem. I wish I could be more of a help.

This is indeed really great software for musician or any people that are working on a record. It seems like it is very easy to use, comparing to those that have a more sophisticated function that will have you scratching your head all the time. And come to think about it, the value and the things that it can do is really worth the price. It is only $4.99 for that software, I believe that there won't be any cheaper software then this.

As mrtatoad said you should make shortcut on desktop so that you can see a icon on desktop and moreover pocket pc are so small that it is difficult to see icons on screen so it is better if you open it from your own program file.

i feel glad after listening that you have developed new game by yourself but as you said you want to hire one of the man who can do good art for your website but one thing is they will charge high and other thing is you cant meet them face to face you can deal them through mails and chatting because they will not from our hometown. According to me it is better if you give art work to the person from your hometown whom you know better he will do better job for you.

According to me it is better if you learn from basic so first learn objectives of C it hardly takes 5-6 days so that your foundation will be strong. If you dont want to do that you can directly find many c++ games if you google it but you dont have sufficient knowledge from basic.
