Screen Tearing... On GP2X with TV

I have a GP2X with TV out. Wrote program that shows well on GP2X. when I used the TV out it only showed 1/2 of the screen. Think this is screen tearing (where the computer outruns the TV).

What is best way to resolve this. (maybe using the limit fps command?)

How best to implement it?
